The Parish of Southwick

DRAFT Minutes of the Annual Parish Meeting held on Tuesday 18th May 2021 at 7.00 pm in the Village Hall.

Present: Cllr Noble (Chair), Cllr Carey, Cllr Clayton, Cllr Curry, Cllr Eaton, Cllr Heydon, Cllr Jackson, Cllr Cllr Porter, Cllr Prickett, Cllr Snell and Cllr Watson.

In attendance: N Duke (Parish Clerk) and 15 members of the public.

1.   Welcome by the Chairman of the Parish Council – Cllr Noble welcomed those present to the meeting.

2.   To approve the Minutes of the Annual Parish Meeting held in 2019 – the minutes of the 2019 meeting could not be located.  Cllr Noble indicated that she had a copy and the item was therefore deferred until these could be obtained and circulated.

3.   Report of the Chairman of the Parish Council – Cllr Noble had no report to give.

4.   Statement on the Annual Accounts of the Parish Council for FY 2020-2021 – the Parish Clerk reported the following:

5.   Report by Wiltshire Council Councillor – Cllr Prickett reported that, following the elections, the Conservatives held a clear majority at Wiltshire Council winning 61 out of 98 seats.  He reported that there had been a significant increase in postal votes used for the May elections. The Cabinet posts and portfolios had been appointed at a meeting held on 18th May. He reported that a further election would need to be held for the Police and Crime Commissioner as a result of the winning candidate subsequently being disqualified. 

6.   To consider resolutions of which written notice has been given - None.

7.   To consider other matters raised by those present:

Cllr Snell – read out a statement, reporting an alleged breach of electoral regulations during the recent election campaign which was now in the hands of the police.  She stated her surprise at the behaviour of some of the members during the lead up to the election and expressed the hope that members would now work together as a team for the future of the village.

Mr Pomeroy – provided a report on the activities of the Playing Field Committee during 2020-21, which is appended to the minutes.

Cllr Carey – thanked Mr Pomeroy for his many years of dedicated service and contribution to the Parish Council.  Cllr Carey stated that Mr Pomeroy’s stewardship of the village had been formidable and his civic pride was an example to all.  The Parish Council seconded Cllr Carey’s thanks.

A resident – queried the status of one members’ house sale.  Cllr Eaton confirmed that he was in receipt of an offer for his property, which was subject to contract.  It was confirmed that Cllr Eaton was eligible to remain a member of the parish council as long as he continued to reside within three miles of the parish. 

There being no further business the meeting was closed at 7.20 pm.
