Public Participation

The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)      To receive any dispensation requests received by the Parish Clerk and not previously considered.

 To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 30th January 2024 (copy attached).

To receive a report from Cllr Prickett.

2023/113              Highways/Environment

To receive any updates or reports on matters relating to:

a)   Parish Environment including:

a.       Update on relocation of dog bin (January minutes refer)

b.       Consideration of a Template Flood Plan (copy attached, January minutes refer)

c.       To consider information on Community Resilience (information from WC attached)

b) Highways including:

a.       Update on Highway Improvement Request Forms sent to LHFIG following the January meeting – Cllr Carey to report

To receive a report from the Clerk regarding proposed arrangements for the agreed Code of Conduct training and to consider allocation of the required fee (£195 if remote £245 if in person)

 

2023/118              Neighbourhood Plan Review

To receive any update reports from the Chair including an update on the potential transfer of land at Blind Lane to the Parish Council.

 

2023/119              Service Level Agreement – Playing Field Committee

To receive a report from Cllrs Eaton, Heydon and Noble following a meeting with the PFC as agreed at the January PC meeting.

 

2023/120              Village Hall Committee

Following receipt of the Trust and Deed (January meeting) to consider further actions and clarifications required (Chair to report).

To receive a report from representatives of the S&SC regarding potential plans for a Community Hub.

To receive and consider a quotation for the purchase of a .gov domain name and associated dedicated Councillor and Clerk email addresses (January minutes refer – quotes sought, to follow on receipt).

To agree any items for inclusion in the next edition of the newsletter. Members to note next edition due March 2024.

2023/126              Confidential Information

In view of the confidential nature of the business to be transacted at Agenda Item 2023/127 members are asked to consider resolving that the press and public be excluded from this part of the meeting.

 

Such a resolution would be in accordance with the Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2), which states "A body may, by resolution, exclude the public from a meeting (whether during the whole or part of the proceedings) whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons stated in the resolution and arising from the nature of that business or of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.’’
