The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.
2022/87 Apologies for Absence

2022/88 Declarations of Interest and Dispensations to Participate
a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.
b) To receive any dispensation requests received by the Parish Clerk and not previously considered.
2022/89 Minutes of Council Meetings
To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 17th January 2023 (copy attached).
2022/90 Wiltshire Council Report
To receive a report from Cllr Prickett.
a) Parish Environment including:
a. Litter picking – to further consider arrangements for a spring litter pick (January minutes refer).
b. Vandalism and Fly Tipping in Southwick – Chair to report.
b) Highways including:
a. Blind Lane & Wesley Lane – to receive and consider information from the WC Highways Engineer regarding traffic calming and measure to mitigate the impact of village road works (January minutes refer).
b. General speeding issues through the village – to discuss and consider requesting the attendance of a police mobile camera
2022/92 Planning Applications, Decisions and Consultations
PL/2023/00760 - 64 Frome Road, Southwick, Trowbridge, Wilts, BA14 9QQ - Single storey rear extension to provide a bedroom and bathroom for a disabled person.
PL/2023/00703 - The Manor, Hoggington Lane, Southwick, Trowbridge, Wilts, BA14 9NR - Change of use of land and erection of small ground mounted solar array.
PL/2022/05416 - Land West of Wesley Lane (Lamberts Marsh), Southwick, Trowbridge - Proposed new access and roadway and erection of 30no. Use Class C3 residential dwellings (9no. locally discounted First Homes). New open space, landscaping and sustainable urban drainage measures.
Strategic Planning Committee meeting – 22nd February 2023
To note that the three below listed applications will be considered at a meeting of WC’s SPC:
20/09659/FUL - Land off Frome Road, Upper Studley, Trowbridge - Erection of 50 dwellings and associated access and landscaping works.
18/10035/OUT - Land to the south of Church Lane, Upper Studley, Trowbridge, Wilts - Outline application for residential development (up to 55 dwellings) with the creation of new vehicular access off Frome Road and removal/ demolition of all existing buildings (all matters aside from the formation of the new vehicular access are reserved.
20/00379/OUT - Land South of Trowbridge, Wiltshire - Outline planning permission with all matters reserved except access for the erection of up to 180 residential dwellings (Use Class C3); site servicing; laying out of open space and associated planting; creation of new roads, accesses and paths; installation of services; and drainage infrastructure.

To receive information from a meeting held with interested parties to consider planning for a Coronation event and to consider the allocation of appropriate funds in support of any associated costs (January minutes refer).

To consider for approval the NDR Consultation Strategy (copy attached)
