Public Participation

The Chair of the Parish Council will invite members of the public to present their questions, comments and

petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2021/24       Apologies for Absence

Council to receive apologies for absence. LGA 1972 s85(1).

 

2021/25       Declarations of Interest and Dispensations to Participate

a)     To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

To receive any dispensation requests received by the Parish Clerk and not previously considered.

 

2021/26       Minutes of Council Meetings

To confirm and sign as a correct record the minutes of the Annual Council Meeting held on 18th May 2021 and the minutes of an ordinary meeting of the Parish Council held on 18th May 2021 (copies attached).

 

2021/27       Wiltshire Council Report

To receive a report from Cllr Prickett. 

 

2021/28       Highways/Environment

a)     To receive reports from Councillors on matters of concern and to decide what action, if any, to take.

b)       Highways and Traffic – to receive and reports or updates on highways matters including resurfacing works required on Wynsome Street (Chair to report on correspondence from resident).

c)        Parish Steward visits Summer 2021 – to list items of work for the Steward to attend to when visiting the parish during the summer months.

d)       A361 – to discuss issues relating to the A361 (referred from May meeting)

e)       CATG meeting June 2021 – to receive a report from Cllrs Carey and Clayton.

f)         Wiltshire Council – briefing note on the enhancement of bus services (information attached) – members are asked to provide suggestions on schemes to improve and enhance public transport in Wiltshire.

g)        Blind Lane sewers – to consider issues with backed up sewers (Chair and Cllr Clayton to report).

 

2021/29       Planning Applications, Decisions and Consultations

None at time of issue.

 

To receive and consider planning applications received after the issue of the agenda (where the respons time falls outside of the meeting schedule and an extension cannot be obtained).

 

2021/30       Finance

a)      To receive and note the Bank Reconciliation and Financial Position Statement as at 31st May 2021 (attached).

b)      To consider taking out membership of the CPRE – Cllr Eaton to report.

2021/31       Parish Council Accounts Year Ending 31st March 2021 

a)     To receive and consider the Annual Internal Audit Report from the Internal Auditor; reviewing its findings and the effectiveness of the system of internal control

b)    To prepare and approve Section 1; parts 2 & 3 (Annual Governance Statement 2020/2021) of the AGAR

c)     To consider Section 2; parts 2 & 3 (Accounting Statements 2020/2021) of the AGAR

d)    To approve Section 2; parts 2 & 3 (Accounting Statements 2020/2021) of the AGAR; signing and dating the statements accordingly

e)    To agree and set the dates for the period of public inspection (proposed copy attached)

 

2021/32       Parish Council Strategic Plan 2021

To discuss the formulation of a Strategic Plan for the Parish Council – Cllr Eaton to report.

 

2021/33       Business Continuity Motion

To consider resolving the below motion to provide for business continuity:

 

This council resolves that:

(a) Should the council be unable to meet for whatever reason, the Clerk be given delegated authority to progress all ongoing matters and projects and authorise all regular payments and incur expenditure in line with the council’s agreed budget.

(b) Any decisions taken under resolution (a) above will be taken, whenever possible, in consultation with the Chairman and Vice Chairman of council. A record of all decisions and expenditure incurred under delegated authority will be kept and reported to members when the council next meets.

(c) The authority to decide the council’s response to planning applications be delegated to the Clerk, in consultation with the Chair of the Council and the designated Planning Lead Member. Members of the Parish Council will be informed of applications out for consultation and will be invited to submit comments to the Clerk.

(d) The provisions outlined in resolutions (a-c) above will override any requirements to the contrary in the council’s standing orders, financial regulations or terms of reference.

 

2021/34       Neighbourhood Plan Steering Group

To receive any available update reports.

 

2021/35       Councillor reports 

Cllr Eaton – to report on arrangements proposed for the submission of articles to the parish newsletter.

 

2021/36       Correspondence

Redrow Homes South West re: request for meeting (copy attached, referred from May meeting).

 

2021/37     Date of next meeting

Tuesday 20th July 2021 in the Village Hall at 7.30 pm.

Members are also asked to consider approving a recess for August, with a meeting only to be held for urgent items.
