SOUTHWICK PARISH COUNCILChairman – Daniel Jackson Minutes of a Meeting of Southwick Parish Council held in the Village Hall, Southwick at 19.30 hrs on Tuesday 15th August 2017 Present. Cllr. S. Carey, Cllr. G. Clayton, Cllr J Eaton, Cllr. D. Jackson (Chairman), Cllr J. Jones, Cllr. F. Moreland, Cllr. K Noble (Vice Chair), Cllr. E. Pomeroy, Cllr. L Weeks Wiltshire Cllr. H. Prickett, Peter White (Clerk). There were no members of the public present. 1470 Welcome and Introductions The Chairman welcomed all those present. 1471 Apologies Cllr T Curry, Cllr B Sansom 1472 Declarations of Interest No interests declared. 1473 Minutes of an extraordinary Parish Council meeting held on 13 July 17 signed as correct. 1474 Minutes of an Extraordinary Parish Council meeting held on 18th July 17 were signed as correct. 1475 Community Policing Team PCSP provided the following detail of crimes committed in the locality: 6/8 Popular Tree Lane – delivery left items outside whilst occupier was not home, the items wee removed by persons unknown. 31/7 Fairfield Meadows – unknown persons removed garden machinery to the value of £1060 by removing a door from a double doored shed. 31/7 Frome Rd. – unknown suspect broke into scout hut – nothing stolen. 2/8 Fairfield Farm – shed, nothing taken. 2/8 Chantry Gardens – suspects arrested, equipped ready to steal. Drug Offences 2/8 Wesley Lane – suspect searched and 6lg of herbal cannabis seized. 1476 Wiltshire Council Report 22/9 is cut-off date for responses to the Wiltshire Council DPD. 1477 Highways / Environment Cllr Weeks advised of a large hole on the footpath – Wynsome St adjoining Chantry Gardens ACTION - Cllr Jackson to review measure, photograph and report via mywiltshire. ACTION - Parish Clerk to include, for the next meeting – an agenda item to discuss the GATG plan to reduce speed limit to 30mph at Furze Hill. 1478 Community Matters Cllr Noble advised of the soon to be visit by the Parish Steward (PS). ACTION - Cllr Noble to collate a programme of work for PS to undertake. 1479 Finance Report The Parish Clerk (PC) presented a financial statement. This was widely debated. ACTION – PC to amortise expenditure on next financial report. ACTION – Cllrs Eaton, Carey and PC to undertake an audit to establish – playing field. Fund and Solar Panel fund. DECISION - It was agreed to refund Cllr Prickett £100 at the next ordinary meeting for the provision of 30mph awareness stickers. Payments were approved for: Village Hall (meetings) £55.00 PA Slade (Playground) £187.20 W J Fox (Hon Southwick News) £53.92 PA White (Clerk salary) £257.90 HMRC (Clerk – PAYE) £46.60 1480 Planning Applications 17/03817/FUL) 31 Fleur De Lys – Drive – no objections 1481 Members Report DECISION – The option to add free victim support advertising on Southwick Parish web-site was rejected. ACTION – Southwick Parish Web-site to be added to future Agendas. ACTION – Review of Parish Council Standing Orders to be added to Agenda for next Ordinary Meeting. 1482 Neighbourhood Plan Cllr Eaton provided an update on the acquisition of a 3rd quote from a planning consultant. Cllr Eaton advised that a further 4 consultants had been approached for a quote, 2 could not comply, 2 are awaited. ACTION – Cllr Eaton to approach Wilts Council for a link officer. ACTION – Cllr Eaton to post updates on Parish website upon neighbourhood plan actuating events. ACTION – Consultant Aaron Smith to be invited to meet the PC post receipt of his costed proposal. DECISION – The Planning Consultant who requested £200 to provide a quote was declined and to be accepted as a quote, but rejected. 1483 Clerk Report The PC reported the registration of the Parish Council with the Pension Regulator for work-based pensions. 1484 Community Benefit Fund ACTION – Cllr Carey to review, append and distribute (a) Notice of community Benefit Fund Availability (b) The application form by 1ST WEEK SEPT 17.
