Minutes of a virtual meeting of the Parish Council held on Tuesday 16th June 2020 at 7.30 pm.

In attendance: Cllr K Noble (Chair), Cllr M Boorman, Cllr S Carey, Cllr G Clayton, Cllr T Curry, Cllr J Eaton, Cllr J Heydon, Cllr D Jackson, Cllr C McCaw, Cllr F Morland and Cllr E Pomeroy.

Present: Nicola Duke (Parish Clerk), Wiltshire Councillor H Prickett, Aaron Smith (NPSG consultant) and one member of the public.

Public Participation – None.

    AGENDA ITEM

2020/24    Apologies for Absence
None.

2020/25    Declarations of Interest and Dispensations to Participate
Cllr Jackson declared an interest in planning appeal APP/Y3940/C/20/3246564 – Breach Lane Orchard, Breach Lane, Wynsome Street, Southwick, BA14 9RG.

2020/26    Minutes of Council Meetings
 The minutes of a meeting of the Parish Council held on Tuesday 19th May 2020 were approved for accuracy with one adjustment and adopted (proposed Cllr Eaton, seconded Cllr McCaw).  The Clerk was asked to adjust the minutes to reflect that those members not in attendance at the May meeting had been unable to join the virtual meeting due to technology issues and to check that the start time of the meeting had been listed correctly.

2020/27    Wiltshire Council Report
Following a motion to adjourn members received a report from Wiltshire Councillor Horace Prickett:
•         Cllr Prickett reported that the normal routines at Wiltshire Council had been abandoned and staff moved from regular duties onto COVID-19 related tasks.
•         CATG had been suspended for the time being, again due to the COVID-19 pandemic.
•         £227,000 in grants had been received from central government to assist the Council in dealing with COVID-19 issues.
•         Cllr Prickett had received some complaints from Southwick residents regarding the blocking Poplar Tree Lane by a lorry delivering a mobile home to the site.  It was noted that the Council was unaware that there was planning permission in place for an additional mobile home at the site.  Cllr Prickett would send the correspondence to the Clerk and liaise with the enforcement team at Wiltshire Council.
•         Cllr Prickett reported that he had been trying to chase up outstanding planning appeals with the Planning Inspectorate, but that appeal work had been suspended until it was permitted to hold public meetings again.
•         Public transport had been disrupted by the COVID-19 pandemic and the social distancing rules, which required additional services to be put in place.  Cllr Prickett provided information on the D1X service, which was running as a relief to the D1 service to Bath.
•         Cllr Pomeroy reported that the grass had not been cut along Blind Lane.  Cllr Prickett confirmed that, due to the huge disruptions caused by the pandemic, grass cutting had not been a priority for Wiltshire Council.

Motion to re-convene.

2020/28    Highways/Environment
a)      To receive reports from Councillors on matters of concern and to decide what action, if any, to take – Cllr Pomeroy drew attention to the complaints received about the missing cat notices, which were posted throughout the village.  The Clerk was asked to contact the residents to request that these now be removed.  
b)       The Clerk reported that the request to Wiltshire Council for the dual use of  pedestrians and cyclists of the pavement linking Southwick to Church Lane, Upper Studley for the duration of the COVID-19 emergency had been approved.
c)      Members discussed issues relating to Wynsome Street. Cllr Boorman reported on the increase in large vehicles using the road since the lockdown rules had been eased, an increase which he felt was partly as a result of the new weight restrictions into Bath. He stressed the seriousness of the issue and asked members to consider looking into applying for a weight restriction.  Cllr Carey drew attention to the similar situation on the A361 Frome Road.  It was agreed that Cllrs Boorman, Carey, Clayton and Eaton would liaise to explore the issues and the potential for weight restrictions further.  

2020/29    Planning Applications and Appeals

20/03317/PNCOU - Park Farm Hoggington Lane Southwick Trowbridge Wiltshire BA14 9NR - Notification for Prior Approval for a Proposed Change of Use of Agricultural Buildings to 4 no. Dwellings and for Associated Operational Development – Objection, on the grounds of traffic generation and highway safety.

APP/Y3940/C/20/3246564 – Breach Lane Orchard, Breach Lane, Wynsome Street, Southwick, BA14 9RG – The retrospective siting of a mobile home for a temporary period of four years in connection with the agricultural use of the land for the keeping of alpacas (19/03718/FUL) –it was agreed that the PC would reiterate its original objection to the Planning Inspector.

To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained) – None.

2020/30    Community Governance Review
It was noted that the Community Governance Review report from Wiltshire Council no longer contained any recommendations relating to the parish of Southwick.

2020/31    Neighbourhood Plan
At this point Standing Orders were adjourned to enable the NPSG’s consultant to take part in debate.

a)    Members received and considered the draft Neighbourhood Plan documents as recommended for Council consideration by the Steering Group (information previously circulated).  

During discussion the following points were made:
•    There was some concern expressed that the information for the agenda item had not been issued until Sunday night, giving members two days to consider them prior to the meeting.
•    References to Brook House in the documents should be removed.
•    It was queried as to whether the school playing field could be listed as one of the LGS’.  It was felt that this would not be possible as it was private land.
•    The small business park at Hoopers Pool had not been included in the AECOM report.
•    There was no reference to Lamberts Marsh in the draft documents.
•    The two sites identified for potential development had been the result of an AECOM report, carried out on an agreed methodology.
•    There was a concern raised regarding the potential size of development at the Helibed site.  It was confirmed that the site allocated was 1.6 hectares.  One member expressed concern that there was the potential for this allocation to encompass 6 hectares and for the development to be of a greater density than that planned for.
•    It was agreed that the list of NPSG members shown in the appendix should show all members, past and present.  

Following debate, it was proposed by Cllr Carey, seconded by Cllr Clayton and resolved to approve and endorse the Neighbourhood Plan documents submitted with the minor suggestions as listed (7 in favour, 3 abstentions and 1 against).  Cllr Morland stated his view that the documents had not been issued to the Council with sufficient time for consideration and asked for his vote against the motion to be recorded.

b)    Members considered a proposal from the Steering Group that statutory public consultation – pre Regulation 14 – is commenced in respect of the Southwick Neighbourhood Plan (SEA and HRA documents previously circulated).

Following debate, it was proposed by Cllr Eaton, seconded by Cllr Carey and resolved to proceed the Neighbourhood Plan for Southwick to Regulation 14 stage (8 in favour, 2 abstentions and 1 against).  Cllr Morland asked for his vote against the motion to be recorded on the same basis as recorded under agenda item 2020/31a).

 At this point Standing Orders were reinstated.

2020/32    Finance
a)    The Financial Position Statement had been circulated to members and was noted.
b)    The below listed payments were approved (proposed Cllr Eaton, seconded Cllr McCaw):

2020/33     Councillor reports
Cllr Clayton – drew attention to the poor condition of the footpath at the end of Blind Lane into Wesley Lane.  The Clerk would report this to Wiltshire Council.

Cllr Noble – reported that she had been contacted by the developer Gladmans, who had requested a meeting with the Parish Council to put forward ideas for development in the village.  It was agreed that developers would be contacted as part of the Neighbourhood Plan process at the appropriate time.

2020/34 Date of next meeting
Tuesday 21st July 2020 at 7.30 pm – virtual meeting unless social distancing rules permit otherwise.


There being no further business the meeting was closed at 8.45 pm.
