Minutes of a Planning Only meeting of the Parish Council held on
Tuesday 7th December 2021 at 7.30 pm in the Village Hall
Present: Cllr Eaton (Chair), Cllr Curry, Cllr Noble, Cllr Jackson, Cllr Carey, Cllr Clayton, Cllr Prickett, Cllr Porter and Cllr Hayden.
In attendance: N Duke (Parish Clerk) and 1 member of the public.
Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern: None.
2021/91 Apologies for Absence
Cllr Watson and Cllr Snell – accepted.
2021/92 Declarations of Interest and Dispensations to Participate
2021/93 Minutes of Council Meetings
The minutes of an ordinary meeting of the Parish Council held on 16th November 2021 were approved for accuracy and adopted (proposed Cllr Jackson, seconded Cllr Porter).
2021/94 Planning Applications, Decisions and Consultations
20/00379/OUT – Land South of Trowbridge, Southwick, Wilts – Outline planning permission with all matters reserved except access for the erection of up to 180 residential dwellings (Use Class C3); site servicing; laying out of open spaces and associated planting; creation of new roads, accesses and paths; installation of services; and drainage infrastructure – Members noted the application to register land at Southwick Court Fields, Southwick and North Bradley as a town or village green and discussed the potential impact of this on the planning application. Following debate, it was resolved to seek clarification from Wiltshire Council as to the legal ramifications of the village green application and its impact on this planning application. An extension for the PC’s comments would be sought at the same time so that the application could be reconsidered at the January meeting following the receipt of more information. Should an extension not be granted members resolved to submit a No Comment on the application, citing the PC’s inability to agree its response without further information.
PL/2021/10755 - Land Adj Three Pieces, Hoggington Lane, Southwick, BA14 9NR - Proposed change of use and conversion of stables/animal pens into a holiday let
(Re-application following refusal of 20/07707/FUL) – It was resolved to re-iterate the PC’s previous comments on this application on the basis that the fundamental nature of the application was unchanged.
PL/2021/11205 - HOME FARM HOUSE, HOGGINGTON LANE, SOUTHWICK, TROWBRIDGE, BA14 9NR - Proposed change of use and conversion of garage/store/workshop into residential annex – Due to the late receipt of the application it was resolved to seek an extension until the January PC meeting.
PL/2021/11216 - 1A HOOPERS POOL, SOUTHWICK, TROWBRIDGE, BA14 9NG - Demolition of workshop and erection of single dwelling house - Due to the late receipt of the application it was resolved to seek an extension until the January PC meeting.
2021/95 Commons Act 2006 – Section 15 (1) and (2) -2020/02TVG - Application to register Southwick Court Fields as a town/village green (information previously circulated).
Members acknowledged receipt of the notification that Wiltshire Council was in receipt of an application to register land at Southwick Court Fields, Southwick and North Bradley as a town or village green and considered the Parish Council’s representations in respect of the application. The deadline for comments was noted to be Friday 31st December 2021. Members referred to the debate under agenda item 2021/94 above and resolved to apply the same principle to this application as to planning application 20/00379/OUT. An extension for comment would therefore be sought in order for additional information to be received and, if not granted, a No Comment would be submitted, citing the PC’s inability to agree its response without further information as to the applications impact on associated planning applications.
