1266    Welcome and Introductions.

The Chairman welcomed everyone to the meeting.

1267.   New member.

a.         The Council resolved not to co-opt a new member.

b.         A new member was not co-opted.

c.         No Declaration Form was signed.

1268    Apologies.

Apologies for non-attendance were received from Cllrs. Doel and Noble.

1269.   Declaration of Interests.

There were no interests declared.

1270.   Minutes of the Ordinary Parish Council Meeting held on 21 June 2016.

The Parish Council resolved that the minutes of this meeting were a true and accurate record.  The Chairman signed the minutes.

1271.   Community Policing Team (NPT).

a.         PCSO Ellie Porter had sent a written report to the Clerk prior to the meeting. The Clerk stated that he had sent the full report to all councillors before the meeting. The Clerk read out the part of the report relating to ‘local issues’ as shown below, in italics:

CURRENT SECTOR SERIES

We still continue to see higher than expected levels of cycle thefts across the sector. Most of the taken bikes (although not all) were left insecure. Please remember to secure your bicycle even if you leave it for a short time.

We have also very recently seen a slight increase in Dwelling Burglaries. These remain one the most impactive offences. Please don’t be afraid to report suspicious activity via 101 (or 999 if appropriate).

Trowbridge town centre has seen an increase in reports of drink related anti-social behavior. Rest assured we are working aggressively on the issue, with our partner agencies, and we hope that this will have a positive effect soon.

LOCAL CRIMES

Criminal Damage

15/06, Southwick Country Park- Unknown suspects have damaged fencing and removed slip rails in a field occupied by horses, meaning that the horses are insecure.

11/07, Frome Road- Scratches to vehicles whilst parked on the road.

Road Traffic Incidents

21/06, Wynsome Street- Vehicle drove into bridge parapet. Driver only had provisional license and was not displaying L-plates.

08/07, Poplar Tree Lane- Four vehicle collision, some minor injuries.

09/07, Frome Road- A vehicle entered the reporting person’s driveway and collided with the rear of his parked vehicle, and then drove off.

Arson

08/07, Southwick Country Park- Unknown suspects have set fire to a horse feeder full of hay.

Other

16/06, Poplar Tree Lane- Reports of animal abuse, the RSPCA have dealt with this.

b.         Cllr. S Jones asked the Council to note that a vehicle collision had occurred in Poplar Tree Lane. Cllr. J Jones stated that the report in relation to Southwick Country Park is incorrect as there are no horses in the Country Park and no horse feeders. Cllr. Pomeroy reported that two vans belonging to builders who are undertaking work at Chantry Gardens are regularly parked on the pavement and causing a serious obstruction to pedestrians and other motorists.

 

1272.   Wiltshire Council Report.

Cllr. Prickett gave a brief report on the following topic:

  • Strategic Housing Land Allocation Assessment (SHLAA) – A new plan of the SHLAA areas has been published and a decision in respect of this assessment was likely at the end of the year. He added that there were no major changes. Cllr. Prickett agreed to send the website link to the Clerk to enable him to pass it on to all councilors.

1273.     Highways/Environment.

a.         The Clerk reported that he had contacted Selwood Housing but no correspondence or further information had been received from Selwood Housing in respect of Arnold Noad Corner/Hoggington Lane since the site meeting.

b.         The Clerk stated that Wiltshire Council, Daniel Tyrell had contacted him regarding the clearance of the 100 Frome Road site and the Clerk stated that the occupant had been given until 8 August to clear the site otherwise a formal notice will be served.

b.       Cllr. Carey stated that the developer of the Solar Farm had made a community grant of £20,000 to the Parish Council and subsequent payments of £1000 per annum (subject to RPI increases). This grant or fund is termed the Community Benefit Fund. He stated that this money has to be spent for the benefit of the community.  Cllr Carey tabled a proposed scheme for the disbursement of the financial contribution made by theSolar Farm developer and a draft ‘grant application’ form to allow community groups to apply to the Parish Council for a donation from the Community Benefit Fund. The Parish Council resolved to adopt this proposed scheme and the grant application form, subject to some minor amendments to the latter.

c.       The Council resolved to make the payments shown under ‘Accounts due for payment’ above including payments of £4488 to Phil Goldsmith (subject to the receipt of an invoice) and £15 to Cllr. Pomeroy for replacing the lock on the Parish Council noticeboard.

The Chairman tabled two letters; the first from the Rainbows, the second from the Girl Guides. In respect of the former, the Council agreed that the Rainbows can plant some bedding plants at the Old Blind House Jubilee Garden and Cllr. West agreed to contact the Rainbows and to provide the trays of bedding plants that he had prepared for their use.

The Parish Council discussed the request for a donation from the Guides but decided that the nature of the requested donation did not accord with the general policy that the Parish Council had adopted for donations. The Council resolved not to make the requested donation to the Guides. It was suggested that the Guides should be invited to make a grant application from the Community Benefit Fund.

The Council resolved to call an Extraordinary meeting on 9 August at 6.30pm to agree the comments to be sent to Wiltshire Council in respect of planning application 16/06166/FUL and any other planning applications received in the meantime and to discuss the Clerk vacancy and the engagement of a new Clerk.

d.         The Clerk reported that he had responded on behalf of the Parish Council to the request from Wiltshire Council for features to be examined during the site visit in relation to planning application 16//00587/FUL. Councillors commented that the planned site visit had been cancelled and the Western Area Planning Committee meeting on 10 August may also have been cancelled. Notwithstanding this, the Parish Council resolved that Cllr. Masters is to speak on behalf of the Parish Council at the Western Area Planning Committee meeting whenever it is held.

e.         Cllr. Pomeroy reported that a full-width gate had been erected on the bridleway at Hoggington Lane and queried whether such a development was permitted.

Cllr. J Jones enquired whether the numerous advertising signs and caravan opposite the garage could be removed. The general view of councillors was that a previous enquiry directed at Wiltshire Council had confirmed that such signs and displays conformed to extant planning permissions.

1275.   Neighbourhood Planning.

There was a general discussion on the benefits and otherwise of a Neighbourhood Plan for Southwick and the process for developing one. Cllr. Morland outlined the process for creating a Neighbourhood Plan and commented that the designation of the whole of the Civil Parish of Southwick as the Neighbourhood Area was a valuable first step that need not proceed further. Cllr. S Jones stated that it was essential that Southwick does develop its own Neighbourhood Plan. Cllr. Carey argued that it would be unwise to bind a subsequent Council – to be elected in May 2017 – to a decision now to develop one whereas other councillors championed the benefits of developing such a plan now. It was noted that West Ashton Parish Council had employed a professional planner to lead on the development of a Neighbourhood Plan for West Ashton and it was thought beneficial by councillors to adopt a similar approach for Southwick.

The Parish Council resolved that it supported the development of a Neighbourhood Plan for Southwick.

Clerk’s Note.

Cllr. Prickett agreed to organise a ‘Briefing Session’ for Southwick parish councillors to which the professional planner will be requested to attend.

1276.   Website.

Cllr. Carey stated that he would place the following on the website:

  • Community Fund Details.
  • Community Fund Application Form
  • The latest SHLAA Plan.
  • Vacancy Notice for the Clerk.

1277.   Members Reports.

Cllr. Carey – The process for advertising and engaging a new Clerk was discussed at length and the Clerk was requested to ensure that the Vacancy Notice was printed in the forthcoming issue of the Southwick Village News.

Cllr. Masters – Druces Lane needed clearing of litter.

Cllr. West – A large pothole is appearing on the North Bradley road.

Cllr. Jackson – To thank the lady for clearing the Church path.

a.         The Clerk stated that he had nothing to report.

b.         The Council noted the dates of the next meetings:

  • Extraordinary Parish Council meeting – 9 August 2016 at 6.30pm.
  • 20 September 2016 - Ordinary Parish Council meeting at 7.30pm.

There was no other business and the meeting concluded at 9.33pm.
