Minutes of a meeting of the Parish Council held on Tuesday 17th March 2020 in the Village Hall, Southwick at 7.30 pm

Present: Cllr Noble (Chair), Cllr Carey, Cllr Clayton, Cllr Eaton, Cllr Heydon, Cllr Jackson and Cllr Pomeroy.

In attendance: Nicola Duke (Parish Clerk) and Wiltshire Councillor H Prickett.

 

Open Forum to hear from members of the public – None.

 

   AGENDA ITEM

2019/94   Apologies for Absence

Cllr Boorman due to family commitments, accepted.

Cllr McCaw due to ill health, accepted.

Cllr Morland due to the COVID-19 situation, accepted.

Cllr Curry due to the COVID-19 situation, accepted. 

 

2019/95   Declarations of Interest and Dispensations to Participate

Cllr Clayton declared an interest in planning application 20/00876/FUL - 3 Blind Lane Southwick -  as a neighbouring resident.  He confirmed that he would take no part in the debate.  Cllr Eaton declared a similar interest.

 

2019/96   Minutes of Council Meetings

 The minutes of a meeting of the Parish Council held on Tuesday 18th February 2020 were approved for accuracy and adopted with one amendment (proposed Cllr Clayton, seconded Cllr Carey).

 

2019/97   Wiltshire Council Report

Motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett. 

Cllr Prickett had circulated a report to members, which is appended to the minutes.

 

He spoke to the item in his report covering complaints about the condition of 50 Frome Road and drew attention to the update regarding enforcement issues at 100 Frome Road. He confirmed that the Inspectors Report relating to Poplar Tree Lane was expected shortly. The next meeting of the CATG was confirmed as 23rd April 2020.

 

He also spoke to the fact that the Community Governance Review report was being compiled by WC officers and would be referred to Council in April, as a year’s notice was required for election purposes.  He reported that the submission on behalf of the joint parishes had been sent into Wiltshire Council and confirmed that the bill for this work had been further discussed between the joint parishes so that the costs incurred were proportioned according to the council’s precepts. Members expressed the view that the costs should be proportioned according to the number of electors in each parish. 

 

Cllr Pomeroy – reported that Mr Lane had asked for information as to why yellow lines had been painted at The Rank, North Bradley, when yellow lines had been requested in Southwick but not actioned.  Members noted that the lines referred to had been installed some time ago and Cllr Prickett suggested that the PC issue him with a brief to pursue the installation of lines at Church Lane. He also reported that safety was a particular concern in this location, especially due to parked cars. It was agreed to proceed with the development of a plan for this project.

 

Motion to re-convene.

 

2019/98   Highways/Environment

a)                          Reports from Councillors on matters of concern:

a.                        Cllr Pomeroy’s comments regarding yellow lines were noted.

b)                          Members considered items deferred from the February meeting and, in view of the non-urgent nature of the items, these were further deferred.

a.                        Dog signs

b.                        Service costs for additional bins

c.Speed issues at Blind Lane

c)                          Report following the site meeting with Wiltshire Council re: condition of Wynsome Street – the Chair reported that some repairs had been scheduled and it had been confirmed that the major resurfacing would take place in April 2021.

d)                          Wider traffic issues in Frome Road; the effect of the A36 diversion following issues with the weight limit at Cleveland Bridge at Bath; speed limits in Goose Street/Bradley Road; provision for cycling in Trowbridge given general traffic volumes and the number and size of HGV’s – as a non-urgent item this was deferred and Cllr Clayton undertook to prepare a report for members’ comments.  Cllr Carey referred to the previous plans for a cycle route, which needed to be wide enough for two lanes at 3m wide.

e)                         Correspondence from Wiltshire Council re: Open Spaces and Rural Facilities Surveys (attached, members to note extension available for return of surveys) – this was passed to Cllr Eaton.

 

2019/99   Planning Applications

Members considered the below listed applications: 

20/01168/FUL - 52, Southfield Southwick BA14 9PW - Remove existing conservatory and erect new conservatory to rear elevation – Support (proposed Cllr Pomeroy, seconded Cllr Eaton).

20/00876/FUL - 3 Blind Lane Southwick Trowbridge Wiltshire BA14 9PQ - Second Storey side extension, conversion to form annexe and change of use of a garage to form new pet grooming parlour – No comment – Leave to Planning Officer.

20/01098/FUL - The Cooperage Green Lane Southwick Trowbridge Wiltshire BA14 9NF - Extension to side as residential garage (Re-submission of approved permission

19/06651/FUL) – Support (proposed Cllr Jackson, seconded Cllr Pomeroy).

To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained). None.

 

2019/100                 Planning Decisions, Appeals, Enforcement and other matters

None.

 2019/101                 Finance

a)                          Members noted the Financial Position Statement (previously circulated).

b)                         Payments– members discussed the listed payment to North Bradley PC for the CGR contribution. It was noted that Cllr Prickett had undertaken to review the way in which the bill had been divided between the neighbouring parishes and it was agreed to defer consideration of this payment until the options had been identified. The payments below listed, excepting the payment to North Bradley PC, were approved (proposed Cllr, seconded Cllr).

c)                          Members considered the appointment of the Internal Auditor for the financial year 2019/20; Mr Simon Pritchard, Assistant CEO of SALC, was duly appointed (proposed Cllr Jackson, seconded Cllr Carey).

d)                         Members approved a transfer of funds to the current account in the amount of £10,000 (proposed Cllr Noble, seconded Cllr Eaton).

 2019/102                 Community Governance Review

An update had been given by Cllr Prickett and Cllr Eaton confirmed that Wiltshire Council were moving towards finalising this matter.  It was noted that Cllr Eaton had enlisted the assistance of the local MP.

 

2019/103                 Correspondence

a)                            Members received additional items of correspondence:

a.                        Wiltshire Council re: Notification of Adoption WHSAP (previously circulated) – noted.  Cllr Heydon reported that some of the links to documents on the website were not working correctly and he could not view all relevant documents.

b.                        Wiltshire Council re: Trowbridge Bat Mitigation Strategy Supplementary Planning Document – Notification of Adoption (previously circulated) – noted.

c.Wiltshire Council re: Bus Service briefing note (attached) – noted.

d.                        Wiltshire Council and NALC re: COVID-19 (previously circulated) – the Parish Clerk had circulated guidance and reports from both bodies and referred members to the draft Scheme of Delegation, which would enable the Council to operate in the event that meetings could not take place.  Members were asked to adopt this scheme in order to ensure business continuity.  The Scheme of Delegation was duly adopted as an interim measure with a review to be scheduled once the current crisis was ended (proposed Cllr Eaton, seconded Cllr Jackson).

 

b)                       Members noted formal correspondence issued on behalf of the PC:

·  Wiltshire Council re: proposed diversion of Footpaths 48 and 49 – Cllr Carey confirmed that the proposals for footpath 48 had been withdrawn.

·  Wiltshire Council re: Land south of Trowbridge

·  Wiltshire Council re: response to application 20/00044/FUL

·  Busy Bees re: grant application

·  Wiltshire Council re: required works to Footpaths

·  Trowbridge Town Council re: SID agreement

·  Cllr Prickett re: CGR professional fees support

2019/104                 Neighbourhood Plan

Cllr Eaton reported that a meeting had been held with Fowlers Architecture where the group had looked at finalising the site allocations and introducing those into the plan.  The reports had come back from AECOM, which had had to be rewritten due to factual errors.  This process had been completed and the documents referred to Fowlers who were working to identify the better sites for Southwick.  The next step wold be a further meeting with the steering group and Fowlers to discuss these.

 

2019/105                 Councillor reports

Cllr Heydon – spoke regarding the Wessex Water consultation meeting.  The Chair reported that 16-17 residents had attended. Information on the planned works had been handed out and the Chair undertook to provide copies for Cllr Heydon.

Cllr Clayton – spoke regarding CATG meetings and it was confirmed that Cllr Carey was the Council’s representative and normally attended on behalf of the Parish Council.  

 

2019/106

   Date of next meeting

Tuesday 21st April 2020 – subject to central government guidance relating to the COVID-19 situation. Cllr Carey requested that the agenda item for footpaths be referred to the May meeting.

 

Members agreed the following dates for the May meetings – again, subject to government guidance relating to the COVID-19 situation:

·  Annual Parish Meeting – 7.00 pm.

·  Annual General Meeting – 7.30 pm

·  Ordinary Meeting -  8.00 pm.

 

 There being no further business the meeting was closed at 8.20 pm.
