Minutes of a virtual meeting of the Parish Council held on Tuesday 19th May 2020 at 8.15 pm.

Present: Cllr K Noble (Chair), Cllr M Boorman, Cllr S Carey, Cllr G Clayton, Cllr T Curry, Cllr J Eaton, Cllr J Heydon, Cllr D Jackson and Cllr F Morland.

In attendance: Nicola Duke (Parish Clerk), Wiltshire Councillor H Prickett

2020/14    Apologies for Absence
Cllr E Pomeroy and Cllr C McCaw.

2020/15    Declarations of Interest and Dispensations to Participate
None.

2020/16    Minutes of Council Meeting
 The minutes of a meeting of the Parish Council held on Tuesday 17th March 2020 were approved for accuracy and adopted (proposed Cllr Eaton, seconded Cllr Jackson).

2020/17    Wiltshire Council Report
Following a motion to adjourn members received a report from Wiltshire Councillor Horace Prickett, who reported the following:
He was liaising with the enforcement team at Wiltshire Council in respect of issues at Poplar Tree Lane, which it had been confirmed was being dealt with by the Planning Inspectorate.
There were concerns over the provision of the bus service and the impact on it of the partial return to schools. It was noted that an expanded number of buses would need to be provided in order to ensure the appropriate social distancing.
Motion to re-convene.

2020/18    Highways/Environment
To receive reports from Councillors on matters of concern and to decide what action, if any, to take – None.  
Members considered an emergency request to Wiltshire Council for the dual use of by pedestrians and cyclists of the pavement linking Southwick to Church Lane, Upper Studley for the duration of the COVID-19 emergency. This was approved and the Clerk was instructed to write to Wiltshire Council accordingly.
2020/19    Planning Applications
Members considered the below listed application:
20/03293/FUL - Dillbrook Business Park, Poplar Tree Lane, Southwick, Trowbridge, Wiltshire, BA14 9NB - Erection of an agricultural grain store building in place of existing storage containers – No comment.

To receive and consider planning applications received after the issue of the agenda – None.

2020/20    Community Governance Review
Members had been provided with an update from Wiltshire Council on the Community Governance Review relating to the parish of Southwick. It was noted that proposals relating to Southwick parish were no longer included in the recommendations.

2020/21    Neighbourhood Plan
Members considered a proposal from the Steering Group that statutory public consultation – pre Regulation 14 – is commenced in respect of the Southwick Neighbourhood Plan (information previously circulated).  It was agreed to defer the item for a future meeting to enable copies of the draft Plan to be circulated to members.

2020/22     Councillor reports
The Chair reported on the financial position, noting that the precept payment from Wiltshire Council had been received and the overall balances in the PC accounts stood at £61,605.

2020/23    Date of next meeting
It was agreed to schedule an extraordinary meeting of the PC to consider the deferred item as per minute reference 2020/21 above on Tuesday 26th May 2020 at 7.30 pm.
It was agreed to hold the Annual General Meeting at 7.00 pm on Tuesday 16th June 2020 and the Ordinary June meeting on the same date at 7.30 pm.

There being no further business the meeting was closed at 9.10 pm.
