Minutes of the meeting of Southwick Parish Council held in the Village Hall, Southwick at 8.00pm on Tuesday 17 May 2016

There were nine members of the public present initially.

1240.   Welcome and Introductions.

The Chairman welcomed everyone to the meeting.

1241    Apologies.

Apologies for non-attendance were received from Cllrs. S Carey, G Masters and from the Community Policing Team.

1242.   Declaration of Interests.

a.         The Clerk drew the attention of councillors to the Southwick Code of Conduct – Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.

b.         Cllr. Doel declared an interest in Agenda item 9c (Planning – Redrow Homes).

There were other interests declared.

1243.   Minutes of the Ordinary Parish Council Meeting held on 19 April 2016.

The Parish Council resolved that the minutes of this meeting were a true and accurate record.  The Chairman signed the minutes.

1244.   Community Policing Team (NPT).

a.         PCSO Ellie Porter had sent a written report to the Clerk prior to the meeting. The Clerk read out the part of the report relating to ‘local issues’ as shown below, in italics:

Any' Relevant Series.

The sector is not suffering from any impactive series at the moment although we still continue to see a higher than normal number of cycles stolen. These tend to be when people leave there bike unattended and insecure. Please remember to lock your bikes when not in use.

Local Crimes.

17/04- Frome Road- Fly tipping in resident's garden with address included in paperwork; Wiltshire Council is dealing with this.

24/04- Frome Road- Male taking photos of reporting person's home; found not suspicious.

01/05- Southwick Country Park- dog on dog attack; dog warden tasked.

11/05- Southwick Car Sales- Car bonnet stolen from vehicle on forecourt.

14/05- Hollis Way- Youths causing ASB.

1245.   Wiltshire Council Report.

Cllr. Prickett gave a brief report on the following topics:

  • Wiltshire Council Public Transport Consultation – Some 11,135 replies to the questionnaire had been received and these responses were now being analysed and a report was being prepared for the Wiltshire Council Cabinet.
  • Community Governance – A Parish meeting and a general public meeting have been held. There is no effect on the Civil Parish of Southwick.

1246.     Highways/Environment.

a.         The Chairman reported that no correspondence or further information had been received from Selwood Housing in respect of Arnold Noad Corner/Hoggington Lane since the site meeting. The Chairman stated that she would contact Selwood Housing.

b.         Cllr. Pomeroy requested that the current position with respect to the clearance of the site at 100 Frome Road be established.

The Clerk stated that the donation from the Solar Farm developer had been received and this totalled £19,993. The Chairman requested that the disbursement of this money be placed on the Agenda for the next meeting.

a.         The Clerk reported that the current status of extant planning applications was as follows:

b.         The Council examined the following planning application that was received after 10 May 2016 and resolved to send comments to Wiltshire Council as shown (in italics):

Pole 7a on the existing Toothill to Wroughton 33kv overhead line near Trowbridge

Consent under section 37 of the Electricity Act 1989 to install or keep installed an electric line above ground.

NEW

The Parish Council has no objection to this proposed development.

c.         There was nothing further to report in respect of Redrow Homes.

d.         The were no other planning matters raised.

1249.   Co-option of a new member.

The Council resolved that each applicant is to be invited to provide a brief statement to support their application (e.g. a half page of A4) and that these are to be sent to councillors in advance of the next meeting. It was agreed that each applicant would be interviewed by councillors for five minutes approximately prior to the Parish Council meeting to be held in June commencing at 6.45pm and that co-option of the successful applicant would be an early item on the Agenda for the June Parish Council meeting.

1250.   Website.

Cllr. J Jones reported that the website was difficult to navigate and that the latest minutes displayed were those for December 2015. The Clerk commented that he understood that the latest minutes and agendas were on the website but he would investigate this comment by Cllr. J Jones further.

1250    Members Reports.

Cllr. Pomeroy stated that the Queen’s Birthday Tea is that was held on Saturday 23 April was a great success with some 70 persons attending.

Cllr. S Jones reported that local residents had made further complaints about the development at Poplar Tree Lane Residential site and that the alleged unauthorised developments at Blue Barn Farm He stated that both these matters had been brought to the notice of the Wiltshire Council Enforcement Officer.

There were no other reports.

1251.   Clerk’s Report.

a.         The Clerk stated that he had nothing additional to report.

b.         The Council noted the date of the next meeting:

  • 21 June 2016 - Ordinary Parish Council meeting at 7.30pm.

There was no other business and the meeting concluded at 21.50pm.
