Draft Minutes of a meeting of the Parish Council held on

Tuesday 19th October 2021 commencing at 7.30 pm in the Village Hall.

 

Present: Cllr Eaton (Chair), Cllr Snell, Cllr Noble, Cllr Heydon, Cllr Carey, Cllr Prickett, Cllr Curry, Cllr Porter, Cllr Watson and Cllr Jackson.

In attendance: N Duke (Parish Clerk) and 4 members of the public.

 Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern:

·         A resident asked for updates on works required in the parish as reported at the September meeting.  It was confirmed that the necessary reports had been made to Wiltshire Council.  The Chair confirmed he was happy to carry out a village walkabout with the resident to identify areas of work required.

·         A resident referred to a recent incident at the village hall, enquiring what steps were being taken to ensure there would be no repeat of the event.  The Chair reported that the PC was happy to engage with and support the village hall committee if required.

Cllr Clayton, accepted.

 2021/68                Declarations of Interest and Dispensations to Participate

Cllr Eaton declared an interest in agenda item 2021/73 e) as the recipient of one of the listed payments.

 2021/69                Minutes of Council Meetings

 The minutes of an ordinary meeting of the Parish Council held on 21st September 2021 were approved for accuracy and adopted with four amendments (proposed Cllr Curry, seconded Cllr Jackson).

2021/70                Wiltshire Council Report

Cllr Prickett reported the following:

·    He had attended a meeting regarding rail services and reported that Wiltshire Council was working with the service provider to try to avert the planned stoppage of the direct routes to Waterloo.

·    There were no changes planned at the current time to bus services, although the ending of the government covid subsidies in December could result in providers altering routes.

2021/71                Highways/Environment

a)     To receive reports from Councillors on matters of concern and to decide what action, if any, to take – the following matters were reported:

a.        The manhole cover on Blind Lane at the entrance to Southfields and Hollis Way required attention.

b.       The Hoopers Pool street sign had been knocked down and required reinstating.

b)    Highways and Traffic – members received any updates on outstanding matters and raised any new issues requiring action as listed:

a.       An update on the timetable for installing the road markings on the recent highway repairs was required.  Cllr Prickett undertook to obtain this.  

c)     CATG report – It was confirmed that the Speed Assessment Request for Frome Road had been submitted.

d)    Westbury bypass – Cllr Prickett required that further progress was delayed until the reorganisation of Somerset County Council had concluded, given that part of the preferred route was through Somerset.

e)    Playing field gate – members considered whether to replace the missing gate into the field from Hollis Way (September minutes refer) and agreed that this was not necessary.

2021/72                Planning Applications, Decisions and Consultations

 PL/2021/09245 - The Cooperage, Green Lane, Southwick, Trowbridge, BA14 9NF - Change of use of agricultural land to residential garden – No objection (proposed Cllr Carey, seconded Cllr Noble).

 To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained) – None.

2021/73                Finance

a)    Members received and noted the Bank Reconciliation and Financial Position Statement as at 30th September 2021 (previously circulated).

b)    Financial Regulations – members considered an addition to the FR’s to address governance relating to the playing field (report from Cllr Carey previously circulated) and resolved to adopt the report as appendices to the Regulations (proposed Cllr Carey, seconded Cllr Noble).

c)     Members received and noted the External Auditor’s report for the financial year ending 31st March 2020 (previously circulated).

d)    Members noted the receipt of £2,511.74 in CIL receipts relating to 20/02671/FUL –   Land to the north of 22 Church Street – erection of 3 dwellings. It was confirmed that the funds would be held as an earmarked reserve and their allocation to projects would be considered at the precept and budget setting meeting in January 2022.

e)    Members approved the below listed payments (proposed Cllr Jackson, seconded Cllr Curry):

2021/74                Strategic Plan for Southwick

The Chair reported that he had collated the data from the discussion held at the July meeting. Key objectives had been identified as the Neighbourhood Plan (Plan now ‘made’), the progression of the Westbury bypass (Cllr Prickett taking forward), the development of an emergency plan for the village, a refresh of the website (contact made with website manager), improving the presentation of the village, improving community engagement and communications (Cllr Porter to assist) and the updating of the Village News (new editor in place). It was agreed that a series of zoom meetings would be held to develop the plans further and allocate workload.

2021/75                Neighbourhood Plan Steering Group

The Chair reported that the Referendum had taken place with 70% of the voting electorate supporting the Plan, which was now subject to a six week cooling off period before forming part of Wiltshire Council’s Local Plan. It was agreed that the PC would write to the Steering Group thanking them for their hard work in bringing the plan to fruition. 

 There was a discussion relating to the overall voting at the Referendum and it was acknowledged that the vote had not been unanimously in favour however, it was noted that the adopted Plan would generate a 25% income from CIL levies (with no upper limit) as well as protecting the village nature of the Southwick. Cllr Heydon referred to a document circulated by three councillors prior to the referendum expressing views not in support of the Plan, stating that he felt this had caused some confusion amoungst residents as to the PC’s position on the Plan.  The members in question reserved their right to express that view.

 Cllr Snell asked the Chair for clarification on correspondence with a resident, where he had stated that the Helibed site had been sold.  The Chair reported that he had confirmed that the site was included in the Plan but that he had no knowledge of the site being sold. Cllr Snell asked the Chair to confirm which members had liaised with the developers for the proposed housing at the Wesley Lane site and the Chair confirmed that this reference related to the potential developers attendance at the May meeting of the Council.

 Cllr Porter expressed frustration at the divisions in the Council in relation to the Neighbourhood Plan, as well as other issues, urging members to pull together.

2021/76                Southwick Village News

The Chair confirmed the appointment of the new Editor for the newsletter, reporting that Ruth Turner was unable to attend the meeting due to ill health.  He reported that he would arrange a zoom meeting for the necessary introductions.

2021/77                Councillor and Clerk reports 

Cllr Noble – referred to an earlier edition of the agenda, which had listed a report from her and Cllr Watson on the recent incident at the village hall.  The Chair confirmed that following her concern the agenda had been immediately re-issued. Cllr Noble asked for confirmation as to which member had requested the item, asked why she and Cllr Watson had not been consulted prior to its listing on the agenda and reported that the police had described the agenda item as ‘inappropriate’.  The Chair confirmed that the item had been listed following concerns raised by members and residents.  The Clerk reported that the agenda item had been listed in order to offer the village hall support and  had not been listed to provide for any discussion on the incident itself nor on any ongoing police investigation.  She further reported that Cllr Noble and Cllr Watson had been listed on the agenda as representatives of and to the village hall, as was the PC’s custom and practice for agenda items. It was noted that this custom was in place to make it clear to members and the public which councillor would be providing reports.  The Clerk acknowledged that the agenda item had caused Cllrs Noble and Watson concern and apologised for this. The Chair confirmed that the PC stood ready to provide any assistance or support to the village hall if required.

Cllr Jackson – reported that he had assessed two grit bins, one of which needed filling.  The Clerk confirmed that she would obtain a map of the bins the parish.

2021/78                Correspondence

Wiltshire Council re: Community Governance Reviews (previously circulated) – noted. The Chair would liaise with Wiltshire Council for further information on any plans to include Southwick in the reviews.

Date of next meeting

Tuesday 16th November 2021 at 7.30 pm in the Village Hall. 

There being no further being no further business the meeting was closed at 8.50 pm.
