Minutes of the Extraordinary

Parish Council Meeting

held on

Tuesday 14TH August 2018 6.30PM.

Present: - Cllrs. Noble, Cllr. Jackson, Cllr. Casey, Cllr. Clayton, Cllr. McCaw, Cllr. Pomeroy

45/18 Open Forum

Presentations from: -

Mr Lock had concerns over parking in Church Street and his requests for action by the Parish Council. He also requested an update concerning the Parish Stewards work of clearing gutter debris.

Mrs. Chapel protested that no action had been taken concerning the required adherence of planning regulations imposed by Wiltshire Council on the Travellers site in Poplar Tree lane.

Mrs Johnson requested support of the provision of a pelican crossing on Frome Road.

The Parish Meeting minutes of the 17th July could not be approved as this an extraordinary meeting of the council and those minutes would be presented at the regular meeting in September. All agreed.

49/18 PLANNING

  1. New Applications.

The Chairman invited The Parish Clerk to advise upon the next two planning applications.

As follows: -

Following on from extensive research of the Parish Council files covering a number of years,

The Clerk concluded that there are many unanswered and unresolved items pertaining to this site.

The Clerk warned members to consider carefully before proceeding in the light of previous decisions and actions by Wiltshire Council and the number of new Parish Council members. The Clerk’s recommendation is to invite Wiltshire Cllr. H Prickett to provide from Wiltshire Council more up to date information concerning where they are with this matter and account for their actions.

It was also noted that The Neighbour Plan could be at risk for the village if answers to members concerns are not answered with a detailed and comprehensive chronological overview of decisions. This detail must be provided to set the record straight for the benefit of the applicants and other residents.

The Chairman then lead the debate on the following two applications and both were opposed.

ACTION : The Clerk was instructed to write to Wiltshire Councillor H Prickett detailing the Councils concerns on the handling of this matter over many years by Wiltshire Council for the interests of the applicants and residents.

18/07022/FUL - Mr. P. McDonagh, The Poplars Residential Park. - Use of land for stationing

 of caravans for residential purposes and erection of a stable.

DECISION Opposed, in light of the clerk’s research as above.

18/07033/FUL - Mr. P. McDonagh, The Poplars Residential Park, - Use of land for stationing

 of caravans for residential purposes and erection of a stable.

DECISION Opposed, in light of the clerk’s research as above.

18/07075/FUL - Mr. & Mrs. A. Doel - Poleshole Farm, Wesley Lane. - Two storey rear and

side extensions and replacement porch.

DECISION Approved

18/07229/FUL - Mr. M. Slade, New Manor Farm, Hoggington Lane. - Conversion of 3No

rural buildings including new link to create 2No dwellings in association with removal of

all other agricultural buildings to provide enhanced gardens areas.

DECISION Opposed as the application falls outside the village boundary

50/18 FINANCE.

To review and authorise payment.

Clerks Salary £673.75 - Office Set up £131.09, Mileage £63.09

W.J. Fox - Honorarium and expenses £55.05 - Village News.
