The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2020/25 Declarations of Interest and Dispensations to Participate
a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.
b) To receive any dispensation requests received by the Parish Clerk and not previously considered.
2020/26 Neighbourhood Plan
a) To receive and consider the draft Neighbourhood Plan documents as recommended for Council consideration by the Steering Group (to follow).
b) To consider a proposal from the Steering Group that statutory public consultation – pre Regulation 14 – is commenced in respect of the Southwick Neighbourhood Plan (information attached).
Members to note: Regulation 14 is the pre-submission consultation and publicity for the Neighbourhood Plan. Before submitting a plan proposal to Wiltshire Council, the Parish Council needs to publicise the following in an appropriate manner in the parish:
a) details of the proposals in a neighbourhood development plan
b) details of where and when proposals for the plan can be seen
c) details of how to make representations
d) the deadline for the receipt of representations (minimum 6 week period)
e) consult relevant bodies that may be affected by the plan
f) send a copy of the proposals for the plan to Wiltshire Council
