Minutes of an extraordinary virtual meeting of the Parish Council on

Thursday 17th December 2020 via Zoom at 6.00 pm.

 

Present: Cllr Noble (Chair), Cllr Carey, Cllr Clayton, Cllr Curry, Cllr Eaton, Cllr Heydon.

In attendance: Nicola Duke (Parish Clerk), Wiltshire Councillor H Prickett.

 

Public Participation – None.

 

             AGENDA ITEM

 

2020/73             Apologies for Absence

Cllr Morland due to inability to attend virtual meetings, accepted.

Cllr Jackson due to work commitments, accepted.

 2020/74             Declarations of Interest and Dispensations to Participate - None.

 2020/75              Neighbourhood Plan for Southwick 

 Cllr Eaton (as Chair of the Neighbourhood Plan Steering Group) provided a summary of Wiltshire Council’s recommendation in relation to the Statutory Consultation; namely to extend the plan period from 2026 to 2036 (information from WC previously circulated). It was confirmed that this recommendation was being made across the county to parish and town councils at a similar stage of the neighbourhood planning process. Cllr Eaton reported that the extension would give the Plan a longevity which would be beneficial, requiring only a general review at appropriate points.  This would provide additional flexibility and mean that a new Plan would not need to be developed to 2036; work on which would have had to commence in the summer of 2021 and would have incurred additional costs. It was noted that the documentation would need to be updated to align with 2036, which was work the consultant would carry out with only a slight delay in the preparation of the final Plan. Cllr Eaton reported that the consultant and the Steering Group were proposing that the recommendation to extend the plan period be adopted.

  Following discussion, it was proposed by Cllr Clayton, seconded by Cllr Carey and unanimously resolved to support the recommendation from Wiltshire Council and extend the period of the Neighbourhood Plan for Southwick from 2026 to 2036.

 2020/76 Date of next meeting - Tuesday 19th January 2021 at 7.30 pm.  The arrangements for the meeting would be dependent on the current guidance from central government regarding Covid-19.

 

There being no further business the meeting was closed at 6.15 pm.
