You are hereby summoned to attend a meeting of the Parish Council to be held on Tuesday 19th September 2023 commencing at 7.30 pm in the Annexe, Southwick Village Hall for the transaction of the business shown on the agenda below.

Public Participation The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.
AGENDA ITEM 2023/50 Apologies for Absence To note apologies for absence and consider reasons given. 2023/51 Declarations of Interest and Dispensations to Participate a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members. b) To receive any dispensation requests received by the Parish Clerk and not previously considered.
2023/52 Minutes of Council Meetings To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 18th July 2023 (copy attached). 2023/53 Wiltshire Council Report To receive a report from Cllr Prickett. 2023/54 Highways/Environment To receive any updates or reports on matters relating to: a) Parish Environment including: a. Stile on Wynsome Street into Gladman’s field – state of repair b. Hedge cutting – Southfields into playing field and path to rear car park of village hall c. Helibeds site – current condition d. Dog bins – previous minutes refer e. Southwick Memorial Gardens – Cllr Noble to report f. Condition and height of the hedgerow in Blind Lane – Chair to report b) Highways including: a. Available updates on parking in Chantry Gardens (previous minutes refer) b. Report from the Clerk on the arrangements for the Speed Indicator Device (July minutes refer) c. To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).
Planning Appeal To note the hearing date of 3rd October 2023 in respect of APP/Y3940/W/23/332/957 re: 20/00379/OUT – Land south of Trowbridge for the erection of up to 180 homes and agree actions required, if any (information attached).
Consultations To consider and agree responses, if any, on the below listed consultations:
a) Wiltshire Council – Local Plan consultation (information previously circulated) b) DLUHC – Consultation on Local Plans (information attached)
2023/56 Finance a) To receive and note the Bank Reconciliations July and August 2023 (copy attached). b) To receive and note the Consolidated Financial Position as at August 2023 (copy attached). c) To approve the below listed payments:
2023/57 External Audit Report year ending 31st March 2023 To receive and note the External Audit for 2023/24 (attached) and approve for payment the associated invoice in the amount of £252.00. 2023/58 Business Plan To agree a strategy for the onward delivery of the below listed elements of the SPC Business Plan (July minutes refer).
2023/59 Beat the Street 2023 - Southwick To receive a report on the Beat the Street event. 2023/60 Neighbourhood Plan Review To receive any update reports from the Chair. 2023/61 Southwick Village News To agree any items for inclusion in the next edition of the newsletter.
