Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2020/24 Apologies for Absence

2020/25 Declarations of Interest and Dispensations to Participate
a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.
b) To receive any dispensation requests received by the Parish Clerk and not previously considered.
2020/26 Minutes of Council Meetings
To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on Tuesday 19th May 2020 (copy attached).
2020/27 Wiltshire Council Report
Following a motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett. Motion to re-convene.
a) To receive reports from Councillors on matters of concern and to decide what action, if any, to take.
b) To receive an update on the request to Wiltshire Council for the dual use of by pedestrians and cyclists of the pavement linking Southwick to Church Lane, Upper Studley for the duration of the COVID-19 emergency.
c) To discuss and consider issues relating to Wynsome Street.
2020/29 Planning Applications and Appeals
20/03317/PNCOU - Park Farm Hoggington Lane Southwick Trowbridge Wiltshire BA14 9NR - Notification for Prior Approval for a Proposed Change of Use of Agricultural Buildings to 4 no. Dwellings and for Associated Operational Development.
APP/Y3940/C/20/3246564 – Breach Lane Orchard, Breach Lane, Wynsome Street, Southwick, BA14 9RG – The retrospective siting of a mobile home for a temporary period of four years in connection with the agricultural use of the land for the keeping of alpacas (19/03718/FUL) –deadline for comments 26th June 2020.
To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).
2020/30 Community Governance Review
To any update on the Community Governance Review relating to the parish of Southwick.
2020/31 Neighbourhood Plan
a) To receive and consider the draft Neighbourhood Plan documents as recommended for Council consideration by the Steering Group (information previously circulated).
b) To consider a proposal from the Steering Group that statutory public consultation – pre Regulation 14 – is commenced in respect of the Southwick Neighbourhood Plan (SEA and HRA documents to follow).
Members to note:
Regulation 14 is the pre-submission consultation and publicity for the Neighbourhood Plan. Before submitting a plan proposal to Wiltshire Council, the Parish Council needs to publicise the following in an appropriate manner in the parish:
a) details of the proposals in a neighbourhood development plan
b) details of where and when proposals for the plan can be seen
c) details of how to make representations
d) the deadline for the receipt of representations (minimum 6 week period)
e) consult relevant bodies that may be affected by the plan
f) send a copy of the proposals for the plan to Wiltshire Council
