SOUTHWICK PARISH COUNCIL Chairman – Cllr. K Noble Minutes of the meeting of Southwick Parish Council held in the Village Hall, Southwick at 7.30 pm on Tuesday 15 March 2016 Present Cllr. H Prickett attended. There were fifty-three members of the public present initially. 1196. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 1197 Apologies. Apologies for non-attendance were received from Cllr. S Carey. PCSO Ellie Porter of the Neighbourhood Policing Team attended (Part-time) but time constraints prevented her from giving a verbal report. 1198. Declaration of Interests. There were no interests declared. 1199. Minutes of the Ordinary Parish Council Meeting held on 16 February 2016. The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1200. Neighbourhood Policing Team (NPT). a. PCSO Badder had sent a written report to the Clerk prior to the meeting and the ‘local issues’ reported are shown below, in italics: Any Relevant Series for March 2016 The sector is suffering from a series of non-dwelling burglaries and cycle thefts. Could I remind everyone to ensure that they lock their sheds and garages and to not leave their cycles insecure and unattended? Local Crimes All information given is from 16th February 2016. RTC/ vehicle offences X1 04/03/16 The Mowlems unknown suspects tried to gain entry to vehicle bending the top of the window frame. Arson/ Criminal Damage X1 24/02/16 – Greenleaze criminal damage caused to IPs vehicle by unknown means. Burglary X1 22/02/16 Hoopers Pool, Southwick Suspect has gained entry to a lock up. Items stolen from within. Theft X3 20/02/16- Wesley Lane 50ft electric cable removed, which had been used to charge motor home. 23/02/2016 Baptist Church Wynsome Street Unknown suspect has stolen security light bracket from the building. 29/02/16 Hollis Way – Eight year son had left his pushbike in the playing fields overnight but removed by unknown person when went back to collect it. Reporting person has then seen another child riding the bike. Missing Person 12/03/2016 Poplar Tree Lane Missing person had been dropped off at the train station, due back at 2200hrs- did not return. Violence against a person x4 25/02/16 – Hollis Way Village recreation ground Suspect had been walking his two white dogs off the lead and IP had been bitten on her leg, not breaking the skin. 29/02/16 The Mowlems 04/03/16 Chantry Gardens 11/03/2016 Frome Road, Southwick Domestic X0 Suspicious circumstances X0 Public Order Offences X2 26/02/16- Hollis Way Unknown suspect was calling IP a Paedophile and to watch his back. 27/02/16- Hollis Way Unknown suspect was calling IP a Paedophile and to watch his back. PCSO Badder 6163 has hand delivered letters to residents in the Church Lane, The Mowlems and Swan Court area, regarding parking issues. This is asking residents to park in their allocated parking spaces, and not to cause unnecessary obstruction to residents, other road users and pedestrians. Please can I make you aware that there has been reported door to door knocking around the Trowbridge area, where persons have been trying to sell paintings/ drawings. These people have also claimed to have a disability or trying to raise money for college. Please report this if you do come across any persons trying to sell items at your door. Cllr. Pomeroy reported that the incident involving the two dogs had now been dealt with and Cllr. J Jones commented that the term recreation ground’ was wrong because it was the ‘Playing Field’ and use of the wrong term diverts attention away from the Playing Field Management Committee. She queried whether anything effective could be done to ensure that dogs are not a nuisance on the Playing Field. Cllr. Pomeroy reported that the static vehicle at Wesley Lane had been moved but that it had been replaced by a horse-box supported by blocks that was now causing an obstruction.
1201. Wiltshire Council Report. Cllr. Prickett gave a report on the following topic:
1202. Highways/Environment. a. The Clerk reported that he is still waiting for a response from Wiltshire Council in respect of the design of gateway fitted. Meanwhile the payment of £1000 to Wiltshire Council has been withheld as requested by the Parish Council. b. Cllr. Noble reported that she had received correspondence regarding the poor state of the road/verge at Hoggington Lane/Arnold Noad Corner and the absence of allocated parking spaces for Selwood tenants – the provision of which had been previously agreed with Selwood Housing. It was agreed that a site meeting is to be arranged with Selwood Housing to review the issue and to agree a ‘way forward’. Cllr. S Jones reported further fly-tipping at Hoggington Lane that included grass cuttings deposited by a local resident and that a parked vehicle belonging to a different local resident at 100 Frome Road or thereabouts was regularly causing an obstruction. Cllr. S Jones requested that an update on the enforcement action at 100 Frome Road be requested from Wiltshire Council. Cllr. Doel reported that there was a blocked drain at Poles Hole road – Brokerswood end. Cllr. Pomeroy commented that the state of the road at School Lane was appalling and despite many requests of Wiltshire Council no action has been taken. The Clerk tabled correspondence from the West Wiltshire Ramblers in which the West Wilts Rambler Group had offered assistance in footpath maintenance work such as clearing and repairing and upgrading, perhaps by replacing a stile with a kissing gate. It was agreed to bring this to the attention of Cllr. Carey. 1203. Finance a. The current financial position at 29 February 2016 was reported as follows:
a. The Clerk confirmed that the £14438.08 had been credited to the Parish Council’s Bank Account pro tem as requested by Cllr. Carey. b. The Council resolved to make the payments shown under ‘Accounts due for payment’ above. 1204. Planning a. The Clerk reported that the current status of extant planning applications was as follows:
b. The Council examined the following planning application and resolved to send comments to Wiltshire Council as shown (in italics):
Southwick Parish Council acknowledges that this planning application relates to North Bradley Civil Parish and due note must be taken of comments by North Bradley Parish Council. However, the application site borders Southwick Civil Parish and access to it and egress from it and the loss of amenity resulting from the proposed development will directly affect Southwick Civil Parish. Southwick Parish Council objects to this proposed development for the following reasons:
Outside the Principal Settlements and Market Towns, tourist and visitor facilities should be located in or close to Local Service Centres or Large and Small Villages and, where practicable, be located in existing or replacement buildings. Any proposal needs to carefully consider the need to protect landscapes and environmentally sensitive sites with the objective of providing adequate facilities, enhancing enjoyment and improving the financial viability of the attraction. The proposed development site is an environmentally sensitive site that is ancient woodland with a rich diversity of flora and fauna. This would be irreversibly damaged by this development.
The Parish Council deprecates the fact that there was NO pre-application consultation. This has exacerbated the difficulty experienced in examining the full range of documents associated with this application in the limited time available.
The Parish Council objects to this proposed development for the following reasons:
c. The Clerk reported that he had received notification of the following planning application: 16/01925/FUL The Stables at Eastbrook, Hoopers Pool Erection of a steel framed building etc. The Clerk stated that he would ask for an extension to the consultation. No further planning applications had been received. d. Cllr. Pomeroy reported work being undertaken on a property at 3 Church St but was unaware that there had been a planning application. The Chairman stated that she would investigate the report. Cllr. Noble reported that letters had been handed out to all residents of Church Lane, The Mowlems and Swan Court regarding parking issues. In response to a question from Cllr. Morland, the Clerk explained that he had taken the necessary steps for Wiltshire Council to proceed with the Neighbourhood Plan Area definition consultation. Cllr. Morland requested that the revised CIL Regulation consultation be an Agenda item at the next meeting. 1205. Wiltshire Council – Public Transport Strategy Review. The Clerk was asked to write to Wiltshire Council supporting the continuation of Bus Service 67 (Frome/Trowbridge/Southwick) operated by Frome Minibuses and Bus Service 94 (Trowbridge/Bath/Southwick) operated by Libra Travel. 1206. Website. There was nothing reported. 1207 Members Reports. Cllr. Jackson reported that the problem of an overgrown hedge and the mobility scooter had now been resolved amicably. Councillors agreed that the vacancy for a co-opted member be re-advertised and to request those persons who had previously applied to re-apply. There were no other reports. 1208. Clerk’s Report. a. The Clerk stated that he had nothing additional to report. b. The Council noted the date of the next meeting:
c. It was agreed that on 17 May 2016 the Annual Parish meeting would be held at 7pm and that it would precede the Annual Parish Council meeting and the Ordinary Parish Council meeting.
