Notice is hereby given that a meeting of Southwick Parish Council will be held at Southwick Village Hall on Tuesday 20 September 2016 at 7.30pm and you are invited to attend.



At the Open Forum members of the public will be able to raise any matters of interest but will be limited to three minutes per person. The Chairman will use his/her discretion regarding the length of the Open Forum.


1.       Welcome and Introductions.

Chairman to welcome those present. 

2.       Clerk to the Council.

To confirm the appointment of Leon Karas as the new Clerk to the Parish Council.

3.       Apologies.

To receive apologies for non-attendance.

4.       Declaration of Interests.

Councillors to declare an interest, if applicable.

5.        Minutes of the Ordinary Parish Council Meeting held on 19 July 2016

To agree, and sign, the minutes of the meeting as an accurate record.

6.        Minutes of the Extraordinary Parish Council Meeting held on 9 August 2016

To agree, and sign, the minutes of the meeting as an accurate record.

7.       Community Policing Team (CPT).

a.       To receive a report from the CPT.

b.       Councillors to identify any matters of concern.

8.       Wiltshire Council Report.

Wiltshire Council, Cllr. Prickett to provide a report.

9.       Highways/Environment.

a.       To note any correspondence/response received from Selwood Housing in respect of Arnold Noad Corner/Hoggington Lane.

b.       To decide on the comments to be sent to Wiltshire Council in respect of the Freight Priority and Assessment mechanism.

c.       To receive a report from councillors on any matters of concern and to decide the action required.

10.     Finance.

a.       To receive a report from the Clerk on the current financial position.

b.       To review the process for the disbursement of the financial contribution made by the Solar Farm developer and to agree any changes.

c.       To note any grant applications made in respect of the Solar Farm Community Fund.

d.       To agree the payments to be made.


11.     Planning.

a.       To receive a report on the status of extant planning applications:

b.       To agree the comments to be sent to Wiltshire Council in respect of the following planning applications:


1 Fleur de Lys Drive

Erect 1no. new dwelling adjacent to existing and form new access.



7 Wynsome Street

Construction of 1no. bedroom house and associated works in the garden of 7 Wynsome Street.


c.       To decide how to handle any planning applications received after 13 September 2016.

d.       To consider any other planning related matter and to decide any necessary action.

Planning Applications are available for public inspection immediately prior to the Council meeting.

12.     Wiltshire Council - Parish Emergency Assistance Scheme (PEAS).

To decide whether to participate in the scheme and, if so, to agree any necessary action.

13.     Website.

To decide what is to be placed on the website.

14.     Members Reports.

Councillors to provide individual reports on any other matters they wish the Council to note.

15.     Clerk’s Report.

a.       To invite the Council to note any other matter that needs to be brought to its attention.

b.       To note the date of the next meeting:

  • 18 October 2016 - Ordinary Parish Council meeting at 7.30pm.
